The actual gameplay is literally hooked to the frame rate, so even minor frame rate slow-downs will slow the game itself down with it! That is, even if the game drops a frame or two below what it's meant to run at, the entire game slows (as distinct from it manifesting as just minor frame rate loss). What this was ruminated to come down to was the game engine being tied to frame rate.
The game engine they use (read: rehash) simply does not work for all (or even many) graphics card configurations, and so people get a kind of slow motion effect. and it's not the hardware that's the issue.

As far as I've experienced, ALL the 'Full Burst' games on PC have had slow-down problems.
